Inventory Allocation Method

Newbie here. We have a set of challenges in the way inventory is allocated in NS.
In part of business, we need to 'reserve' inventory for customers, who typically are running bi-weekly campaigns.
We do this by committing stock in a Sales Order with an Order Priority setting =10
When we receive a confirmed order after the campaign has finished we raise a Sales Order with an Order Priority = 0
And then close the SO which has the order priority =10 so that the free stock is then allocated to the SO with order priority = 0.
This has been working very well but we end up with lots of SOs which have an order priority = 0 which then take precedence over any other orders in the system.
