Changing Ship To State on Sales Order - Fail because of taxes

We have been using Netsuite for over two years and this issue has existed since day 1 - I wonder if anyone has a solution for me.

Once we save a sales order, if we have to change the ship-to address, we get a popup error:

We aren't able to continue with the change and either have to deal with it outside of Netsuite, or cancel and restart the order entirely.
