Pairing a Document with an Email

Hello,

If we have document we email regularly and it always has the file we wish to email WITH said document attached, how do we create a system where as soon as we initiate and email, the document is already attached (automatically).

ex). Fulfillment from Sales Order -- BOL is manually attached to Fulfillment -- We want this attachment to always be sent with our "Fulfillment Email" for tracking and reference purposes.
