Inaccuracies in 'Bin On Hand Available' field at some locations?

I am aware of (and familiar with) the common issues around Bin and 'non-Bin' quantity mismatches and how to resolve them.

However, I am now seeing something more complex.

An Item stored at our main warehouse location shows the Quantity On Hand and Available correctly in multiple places:

However, some (probably a majority) of Items at our other locations only show the Committed Stock on the Locations tab:

On all the 'Bin' related screens, it shows the full quantity Available:

And the same is shown when I try to run Searches looking at 'Bin On Hand : Quantity Available' for these locations.
