How to fix Bin Quantity Total is Higher Than Quantity On Hand?

When I look at my quantity on hand it is showing 44,253 for an item which is correct. When I look at my bin quantities it is showing 37,253 in one bin and 28,800 in another bin. My bin that has 37,253 is off by 21,800. How can I remove 21,800 form that bin without changing my quantity on hand?
