Why is there no Location data in Smart Count?

Hi, I was trying to play with Smart Count in SBX to see if we could get it to work since it seems like it will be a huge help to our business. I followed all steps in the SuiteAnswers answer 106431. When I click smart count on the mobile app as a warehouse supervisor role I get stuck at the select a location screen. It says Select Location and underneath it says no data available. It does work if I use the admin role. I have another coworker that can sign in as the
