How to generating Item Supply Plan for Assembly item with no BOM?

Will Netsuite generate PO recommendations for an Assembly item that has no BOM? I'm receiving the following error message when I Generate an Item Supply Plan and I'm trying to figure out what this means.

"Invalid assembly item configuration: item name = XXXXX; start date = 4/11/2023; end date = 4/11/2023"

We have this item set up as an Assembly item with no BOM because in the near future we might purchase the components. But in the meantime it is a turnkey item that we issue Purchase Orders.
