Customer Filter on Estimates and Sales Orders?

On a Sales Order or an Estimate you are able to filter the available items through Customization -> Sublist Fields -> Item Filter

Can the same be done for Customers? We only want certain customers who meet certain criteria to be available for selection on some of our forms.

Is this currently possible in the system?
