What is the best way to setup Multi shipping locations with no inventory in 2nd location?

I have 2 locations that share the same carrier account. For cost of shipping to change based on the from location I believe I need to setup a 2nd location. When I do this, the system wants inventory in that 2nd location. However, I want to track inventory only from one location. Is there a way this can be done?
