PO Expenses with SuiteApproval

We are in the process of implementing SuiteApprovals for vendor bills. With regards to purchase orders, if there is a freight or tariff charge found on the invoice (not originally on the PO), how can that be routed for approval? Our NetSuite admin currently has bills connected to a PO turned off for approval routing.
