Basic SiteBuilder - Reject Cookies for CCPA and EEA

Both California CCPA and European Economic Area require website to do popup asking user to accept Cookie or reject cookies.

How does NetSuite basic Site Builder incorporate this function to satisfy the requirement? Can anyone advise?
