How to issue Raw Material to generate cut parts inventory?

Hello everyone. This is my first post here.
I have usecase and trying to find options. Here you go. Thank you in advance for you suggestions.

We have 2 parts.
Part1 - COTS part, Inventory Item - 20 in x 30 in size sheet of a thermal material.
Part2 - Custom part, Inventory Item, of the same thermal material of size 2 in x 3 in.
We purchase Part1 (QTY 1) and cut the sheet into 100 pieces of Part2 in house.

In Netsuite, how can I consume QTY 1x of Part1 and create an inventory QTY 100x for Part 2?

Options tried:
1. Work order does not allow non-Assembly items
