Problem with inventory adjustment not posting using CSV import

I have a CSV import template I have been trying to use for the Inventory Adjustment import but for some reason it is not recognizing my Part Number? Getting "Could not find record Internal ID = xxx"

I have tried using the Item for mapping, Internal ID, as well as External ID but it is not recognizing anything. Do I have a formatting issue?
