Why does the Close Work Orders Page show Released and Planned Work Orders

I have used this page before and I believe it only showed Built Status Work orders, that is why I always suggested a process to change Work orders to Built so only those Built would show up in this page.

There is the checkbox to include In Process Work orders which continues to work as intended, but I don't believe Planned and Released WO should show up.
