Auto Assign UPC is assigning UPC numbers from highest to lowest

We have turned on the auto assign UPC feature and tested it in the sandbox. It functions but with a bit of an unusual result, it assigned the highest UPC numbers first (see attached).

Is this a normal behavior? Our concern is if we add more UPC numbers to the bank, the lowest numbers will never be consumed and possibly create a gap in UPC numbers.

Is there a way to correct this?
