Fedex Label (8.5x11 PDF) to (4x6 Label)

We are new to this, testing phase. Seems that our Fedex label is generated on PDF (8.5x11). when print onto (4x6), the labels are cut off. got a few question:

(1) can Netsuite remove margins top/left of the PDF (8.5x11)? The thinking is that it will print correctly onto (4x6) without additional adjustments.

(2) can it be generated into image instead of PDF?

(3) any suggestions of how others are doing this? thank you
