Custom Cost Estimate type not copying from Estimate to Sales Order

We have a number of instances where the EST. UNIT COST did not copy from the Estimate to the Sales Order. Most are Custom COST ESTIMATE TYPE, but some are Last Purchase Price. We are using ARM, the items ALLOCATION TYPE is Normal. Any ideas why the costs don't copy?
