Set Item to not Auto Commit

We have a bag that ships with all of our pool cues. Because our sales team keys sales orders way ahead of when the product is coming in, we have a lot of backorders which allocates all of the bags we have in stock. So the sales team is always reallocating to fulfill orders going out.

Does anyone know of a way to make an item not commit? I am looking at a workflow but do not see the sublist field available. Thanks in Advance for your help.
