Role: Create billing rate cards and billing classes

Good day,

I had a request from one of our directors to assign the functionality to create billing rate cards and billing classes to one of our senior finance managers. I had a look at the roles and could not identify another role, apart from the administrator role, with the functionally. It might be that I do not know what to look for.

Any advise on how to add the functionality to a custom role?
