Customer Dashboard: Links Portlet

For The Customer Service Role, I enabled Sales Reports. Some users see the Sales Reports in the Customer Dashboard --> Customer Dashboard Links portlet, some do not, This portlet is not customizable, how do I ensure everyone logged into this role sees the Sales Report links?
