How to Unrestrict Orders per Sales Rep

We are new to Netsuite and are a small company that has a very flat hierarchy. We have order desk people plus Sales Reps. The system is currently operating in a way so that only the User that it is the Sales Rep can enter orders. This is means that only one User can enter customer orders?? Does anyone know how to change this restriction / remove this restriction so that anyone can enter an order for any customer? I am guessing it is a default, but really need this unlocked!

(Order = Estimate/Sales Order/Invoice/Credit etc..)
