Consolidate item fulfillments by sales order WMS Not working

Hello,

I'm having an issue where, despite having the Consolidate item fulfillments by sales order? WMS system rule active and value set to N, the system is still generating one fulfillment per order when doing a multi-order pick. This should be generating one fulfillment per carton. Has anybody experienced this? The entire fulfillment configuration is shot if I can't figure this out.
