Reorder Point Report

I've used this article to create a reorder point report.

I'm having 2 issues:

  1. The report doesn't seem to show any items that are on open purchase orders. How does the "Location On Order" field work in the item? I was assuming that the qty on hand - qty on order would equal the quantity available. Am I missing a field in my report? I've included a screenshot where an item shows that there is an open OP with qty 40, but that isn't showing on the report view.
  2. How can I make the report to only show items that are at or below the reorder point?
