How do I Resolve "Please enter value(s) for project location" error in Charge-Based Projects

I receive an error "Please enter value(s) for Project Location" whenever I am trying to attach a billing rate card to a Charge-Based Project. The Project field has a valid location and every other mandatory field is completed. I even created a new billing rate card using the + sign next to the field but still same error.

Any pointers would be appreciated.
