Charge-Based Billing: Creating Actual Charges taking between 30 minutes and an Hour

Hello.

Has anyone encountered a scenario where it is taking between 30 minutes and sometimes up to an hour for charges to created for a Charge-Based billing project. Even though the info at the top of the screen says a minute, sometimes 2 minutes but it takes on average between 30 minutes to over an hour for the charges to be generated. The charges are not many, sometimes under 10 yet taking so long. Bulk Processing Submission pages shows the entries and its stuck at 0% for about 30 minutes.
