Journal line GL check -WF to show message

hi there , is there a way for a WF to check journal line after field edit/ after field source or before submit to throw a message if condition meets to check specific Gl account number is selected on that line


I am trying to create location mandatory for lines where specific GL is selected , i found that its not possible perhaps so am trying to see if i can show message instead.
