How to perform CSV Import for ECO Detail?

I want to import the detail records for an ECO. My current request is to replace one component with another. I am assuming it is an "add" transaction to the custom record ECO change order detail. I have created the ECO itself (ECO #4). How do I specify that these details go onto ECO #4? I was expecting a two level import, as with creating BOM revisions.
