How to resolve an error during account settings validation SUBSCRIPTIONBILLING feature in SDF?

I create SDF Project, but when I try to Validate Project, I have an error message

An error occurred during account settings validation.

Details: To install this SuiteCloud project, the SUBSCRIPTIONBILLING(Subscription Billing) feature must be enabled in the account.

I checked on enable feature page, I can find that

And I'm sure, the SDF project that I created, has nothing to do with the feature
