Why is there an error Journal Entry .csv import: Invalid account reference key for subsidiary?

I tried to import a JE csv and I received the following message:

Invalidad account reference key 984 for subsidiary 1.

All the accounts has eleven digits, and the external ID is the same as the number of the account.

So why there's an error for a 3 digit account reference?
