How to see Item Substitute List in other User Roles (not Admin)?

Hello,

We are using Item Substitutes, which typically we can view/add/edit while viewing an item record.

As Admin, I can enter "Page: Item Substitute" in the Global search and get to a list of all Item Substitutes where it is easier to manage entering new ones and deleting them as well.

But other users are not able to find this page. I cannot find this anywhere on the menus or permissions that would allow this.

Does anyone know how to make this visible to other users?
