Effective Date Pricing - Why does pricing not apply to new customer in the group?

I am using the Effective Date Pricing for Customer Group Pricing. If I add a new customer to the existing group, the pricing does not apply to the new customer, only those that were in the group before the pricing had started. Am I missing something? Shouldn't the group pricing apply to customers that are added to the group?
