When using the email approval function w/SuiteApprovals, are you required to have a user license?

Hello,

I was under the impression that one of the perks of SuiteApprovals was that it was not required to have a user license if only needing to approve/reject certain transactions if approving via email. Is this correct? Can employee's entered into the system who don't have access have the ability to approve certain transactions via email?
