How to fix Shipping tax issue?

Hi,


We face an issue with taxable shipping items.

we have 2 taxes to be applied, one for MI orders and one for TX orders, due to some changes on taxes in MI, we should apply tax in MI orders only on items (not on shipping) but for TX, it should be applied on items and shipping.


in shipping items, we have the "Taxable" as a checkbox (to apply tax or don't apply it) but we don't have the option to apply it in TX but don't apply it in MI.


Is there any solution or workaround to solve this issue?
