how to avoid any user to make negative inventory ?

how to avoid any user to make negative inventory like in adjustments or in Credit card, as if i used credit card in credit option and i added items , it doesnt check the available and can make negative balance also .

i have marked the checkbox in Prevent Negative Inventory box in the custom preference subtab in the general preference..
