Expense line could not be billable

Hi,

When entering a Vendor Bill, we are getting a warning 'Expense line could not be billable' and not sure what's triggering it?

I was able to create the bill as administrator role.

Eventually the user was able to enter the bill but we don't know what's causing this error to appear.

Please advise.
