Manufacturer Subtab is Missing in Non-Inventory Part Form

Hello.

We enabled the Manufacturing tab for our non-inventory part form but the tab is missing for Non-Inventory Items for Purchase. It is available if we select Non-Inventory Item for Sale or Resale. How do we enable the tab for Non-Inventory Items for Purchase. We would like to track Manufacturer information for non-inventory items for Purchase.
