Transfer Order - Batch are committed but error upon fulfillment

Hi,

We have a Transfer Order from LocA to LocB, the items have batches committed to it. However, upon fulfillment we get the error:

The following Inventory numbers are not available: [Item:SKUABC, Number:123456, Quantity:15, On Hand:35, Committed:60

Why is it throwing an error when the TO has already committed the batch for it?? Smells like an NS core issue to me...
