Is there a way to receive purchase orders in WMS that only have expense lines?

I know that expense lines are automatically received in WMS when receiving the line items. However, we would also like to be able to receive the purchase orders that ONLY list an expense line in WMS? Is that something that can be set up to allow? At this time the PO list only includes purchase orders with items listed.
