I want to setup quality inspections to test all the quantity of the item on the receipt

Hi team, I want to setup quality inspections to test all the quantity of the item on the receipt, Lets say Item A having 10 Qty, 5 quantity may fail and 5 may pass. How to handle this? This is for Normal Inventory items, I do not want to create them as Lot / serial items. Thanks in Advance.
