How do I set up work centers for a packaging line that has different crew sizes

I have a packaging line that utilizes different amounts of labor depending on the item being produced. Since labor is only set up by work center instead of at the item level, I will be generating variances against standard cost when the crew size fluctuates. Do I have to create multiple work centers for the same packaging line?
