Outsourced Purchase order

Hi Everyone,

We have an issue with our outsourced purchase orders/work orders. Whenever we receive/build less than the quantity on the purchase order. The remaining components are locked to that order and can't be used. We tried closing the purchase order but it still doesn't allow use to transfer or use the inventory in any other orders.

Does anyone have a fix for this?
