Bin Replenishment - Replenishment tasks not generated when conditions are met to create

I'm testing bin replenishment in a Sandbox account.

I have completed a Transfer Order (Item Fulfillment and Item Receipt complete) to move product out of the bins to be replenished and deplete them to a level where they need replenishment. I have selected the items that need replenishment and Generated Replenishment, for some items the Open Replenishment Quantity does not update to the expected level based on the logic in SuiteAnswer ID 87078.
