i was wanting to confirm, on the employee record, under 'Humarn Resources' are the purchase related fields applicable to purchase request transactions only?

For example, on the purchase approval limit field, on the field level help, it states:

n the Purchase Approval Limit field, enter the maximum amount an employee is allowed to approve on a purchase request when specified as an approver for an employee.

However, the NetSuite online help states:

After an employee enters an expense report, purchase request, or time transaction, the approval routing workflow may require additional processing depending on the following:

the employee's expense limit or purchase limit
