How to Generate Transfer orders in Supply Planning

We would like to use supply planning to generate our transfer orders for outsource manufacturing but we are not seeing any messages in the planning workbench at this time. Reading the literature regarding this topic, I came across the preference to generate transfer orders in supply planning

but this option does not appear in our listing of preferences.

Is there some other option we need to have checked in order to be able to see this?
