Purchase Order-Do not want pending receipt

Hi There

I am looking at an account that is a service organisation.

The inventory feature is turned off, The accounting preferences are set to 'Allow invoicing ahead of receipt' as well as allowing overages on purchases:

Why would I have the option to create an item receipt on a purchase order when none of the item records have this checkbox checked:
