USPS Priority How to ship to Guam address

Sales Order is shipping USPS Priority Mail with Guam Ship To address

We have USPS integration setup with Endicia

Ship To address country is set to Guam and State to GU

Item Fulfillment will not create, NetSuite returns NOTICE: Missing or invalid element: MailClass

I have research in SuiteAnswers, USPS, Endicia and generally online with no solutions.

I have also tried changing address in various ways. If country is set to United States, NetSuite will not allow GU for state code

Appreciate any help, thank you
