Multi-Location Enabled > Cannot create Transactions.

I can not save my locations on any inventory trasactons. Need To save line Item SO with Invenotry products and nothing is working. I cant save locations to a fulfillment. Cant Save locations on Receiving products. Nothing is working,. ..
