Run Rates updated , labor absorbed amount staying same

We have a project to update our Run Rates on our Manufacturing Routings, We have are testing in the sandbox to ensure that it will improve our labor absorbed numbers with more accuracy. However the labor absorbed is not changing. Has anyone done a similar update and what steps did you take to make sure that new run rates are being taken into account for work order completions?
