Serialized Subassembly on Parent Work Order

I have a multi level BOM on a work order that created a few child work orders. After I complete the lower level work order via Work Order Completion, that inventory is now committed on the Parent work order. When I attempt to create the parent work order completion, I cannot select nor see the newly created inventory on the inventory detail. I have also updated the Manufacturing Preference: Manufacturing Issue Based on Commitment to Ignore Commitment. Why can I not issue my subassembly inventory?
