Order Items Page not suggesting to order item

Please see below. Our item has a Reorder Point/Preferred Stock Level of 2/10 but Netsuite isn't suggesting us to order anything. We have 1 OH, 1 Committed, 0 Available, and 3 On Order. Shouldn't Netsuite see that we are at or below 2 and suggest that we order more? In this case, should the order items page suggest an order of 7? (3 on order, PSL 10).
